Kalamazoo County reports strong 2025 investment returns, board questions revenue timing

Kalamazoo County’s finance leaders told commissioners the county's investment strategy produced positive returns for December and the full year of 2025 while acknowledging some revenue/timing questions.
Chief deputy treasurer Tyler White reported a par value investment balance of $160,214,383.02 and a market value of $159,997,111.62 as of Dec. 31, 2025, with a mark-to-market variance of $217,271.40. "For the month of December, our portfolio earned $542,026.18 on an average daily balance of a $156,510,891.86 for an effective rate of return on our investments of 4.8%." For the year, White reported the portfolio earned $7,110,222.77 for an effective rate of 4.32%.
At the same meeting the finance director presented accounts-payable claims totaling $3,956,544.59 and payroll disbursements of $4,598,582.57; the board was asked to approve $3,904,043.29 in claims presented for action.
Commissioners pressed staff about a roughly $4M shortfall in certain revenue lines and whether the county expects to collect it. Finance staff said some approved uses of prior-year fund balance were being shown in revenue reporting and that detailed follow-up would be provided to explain timing and collection expectations.
What’s next: staff agreed to return with clarifying detail on the revenue variances and on the use of previously generated fund balances so commissioners can assess near-term budget options.
