Mr. Giles said the county’s on-grade-level reading proficiency rose from 29% at the beginning of the year to 41% at midyear, and that students two or more grade levels below (tier 3) decreased from about 30% to 26%. "Phonemic awareness is my jam," Giles said, noting roughly 89% on grade level in that domain.
