The Middletown Planning Commission on Jan. 14 approved a conditional-use application to allow a charitable bingo hall at 555 North Verity Parkway, subject to staff-recommended conditions.
City planner Claire Vinegar said the property sits in the UCS urban core support district, where indoor recreational facilities such as bingo halls are conditional uses. Vinegar noted state regulation of charitable bingo — including Attorney General oversight and a three-day-per-week limit on operations — and said the applicant will need the State Attorney General-issued license and to comply with city building-code requirements prior to certificate of zoning compliance.
Applicant Leah Allen told the commission her nonprofit’s tax-exempt status had been suspended for nine months because of accounting paperwork issues but has since been reinstated. Allen described using bingo to support charitable programs and said the main entry would be the bingo facility while other rooms would store donated clothing and supplies. "Our best days, we usually have 60 to 100 people," Allen said about attendance at bingo nights.
Commissioners and staff clarified that approval covers the bingo-hall use; additional charitable activities such as distribution of clothing would need separate review or permitting. A motion to approve the conditional use with the recommended conditions was seconded and carried by the commissioners present.
