Meriden presents PY2024 CAPER, reports thousands served under CDBG programs

City of Meriden staff presented the city’s Consolidated Annual Performance and Evaluation Report (CAPER) for program year 2024 at a public hearing on Oct. 24, 2025, saying the CAPER will be submitted to the U.S. Department of Housing and Urban Development (HUD) by Oct. 28, 2025.
City Economic Development Director Joseph Fess summarized the CAPER’s purpose and reporting requirements, noting that the CAPER documents resources, investments, outcomes on affordable housing and other priority needs set out in the city’s 2020–2024 consolidated plan. He said Community Development Block Grant (CDBG) resources made available during the period totaled $959,922 and that the city expended $1,186,843 in the program year.
City presenters reported program-year goals and the outcomes staff recorded: a goal to improve access to public facilities that had aimed to assist 10,000 people, with staff reporting 58,544 people served in low‑ and moderate‑income areas; a code‑enforcement goal of 10,000 with 59,395 persons reported served; and a supportive‑services target of 1,200 with 1,623 persons served. Staff also reported assistance to 39 small businesses across the consolidated‑plan period.
The CAPER’s demographic reporting covered 2,391 individuals for whom race and ethnicity were recorded: 1,242 white; 520 Black or African American; 21 Asian; 2 American Indian or Alaska Native; 9 Native Hawaiian or Pacific Islander; and 597 multiracial. By ethnicity, staff reported 1,041 Hispanic and 1,350 non‑Hispanic beneficiaries. The city also reported $219,000 in CARES Act expenditures related to COVID‑era assistance; transcript wording about the original CARES Act receipt was unclear.
Fess said the draft CAPER was open for public comment from Oct. 3–17, 2025, and that materials are posted on the city website. He provided the City of Meriden Economic and Community Development office mailing address at City Hall, 142 East Main St., Meriden, CT 06450, and noted an email contact listed in the meeting materials; the transcript contains what appears to be a typographical error in the email address shown.
A staff member monitoring the Teams Q&A and email reported no public comments during the hearing; Fess closed the session after thanking attendees and reiterating continued CDBG work for the coming year. The city plans to submit the CAPER to HUD on or before Oct. 28, 2025.
