Rutherford County commissioners on Dec. 1 approved a series of routine and project-specific actions, including a property conveyance for an economic development project, multiple appointments, budget amendments and a contractor award for a courthouse renovation.
During a public hearing on item 4,336, an economic-development presenter described a proposed conveyance of 2.6 county-owned acres along College Avenue at Gateway West Commerce Court. The presenter said the land’s assessed value is $235,000 per acre (about $611,000 total) and that a potential buyer offered $660,000 and proposes to invest "$8 to $9,000,000" in a retail use that would create "25 to 30 jobs." The board closed the hearing after no public speakers and approved the resolution by voice vote.
The board also confirmed appointments that were listed on the agenda, including naming Jessica Davis to an unexpired seat on the Tourism Development Authority representing the occupancy-tax collector category.
County finance staff outlined a set of budget amendments and carry-forwards to move restricted or unspent funds forward into the new fiscal year. Amendments covered donated sheriff’s funds and drug-seizure proceeds; senior-center DOT and Dogwood grant money for nutrition and transportation programs; DSS carry-forward and special-children adoption funds; airport roof replacement; transit van timing and other capital balances. Staff noted seized assets typically remain with the courts until cases are resolved, a process that can take 18 months to two years.
For a courthouse renovation to add a fourth courtroom, the board reviewed three competitive bids and approved awarding the work to Beam Construction. Staff reported a base bid of $4,664,000 and a recommended project total of $4,837,000 when three recommended alternates are included. Commissioners authorized the county manager and county attorney to negotiate contract terms and sign project documents.
All actions were moved, seconded and carried by voice vote unless otherwise noted on the meeting record. The board adjourned at the close of the agenda.
