The Stamford Planning Board on Feb. 25 recommended approval of a variance for a proposed three‑story, two‑family dwelling at 68 Spruce St., a substandard lot in the RMF zone. Applicant Juan Turettis of JP Engineering described efforts to address neighbor concerns, including minor design revisions and negotiated easements to allow access for maintenance.
Turettis told the board the parcel is approximately 4,540 square feet — under the RMF minimum of 5,000 sq. ft. — and said topography and site geometry constrained alternative layouts. “It is an undersized... lot. We have about 4,540 square feet,” he said, describing iterative design changes to increase rear-yard landscaping and improve screening.
Board members asked whether alternative orientations or smaller footprints had been tried; the applicant said those options were considered but raised topographic limitations or created other impacts. After discussion, Ravi Subramanian moved to approve the referral; Jay seconded. The planning board recommended approval with three votes in favor and one abstention.
Next steps: the application will proceed to the Zoning Board of Appeals for a final hearing and decision on the requested variances and building permits.
