Committee approves two plats, fails to advance one annexation resolution

On Jan. 20 the City of Cheyenne Public Service Committee took several land-development actions.

The committee recommended adoption of a final plat for Cheyenne Business Parkway, 15th Filing (Item 18). Planner Connor White said the final plat subdivides one existing parcel into six lots in a heavy-industrial (HI) zone; Casey Palma, the applicant’s agent, said a site plan is already approved for Lot 1 and construction of an access roadway is planned for late spring or early summer.

Item 19, a resolution to certify compliance with Wyoming statute 15-1-402 and initiate a separate county-pocket annexation for western and southern Cheyenne, was discussed by planning staff. Connor White summarized outreach and a proposed schedule, but a motion to adopt the resolution died for lack of a second, so the committee issued no recommendation on that item.

The committee also considered a preliminary plat for Dry Creek Vista (Item 21). Staff described title and right-of-way complications related to the vacation of a portion of Frank Court and recommended several conditions, including that the city initiate a street vacation if necessary. Applicant agent Casey Palma said the application is primarily a record-cleanup exercise and accepted staff conditions. The committee voted to recommend approval of the preliminary plat with staff recommendations; Councilman Moody recorded a no vote because he wanted to hear directly from neighbors.

The committee adjourned after completing those items.
