Council committee recommends annexation and holding-zone assignments for Section 20 in eastern Cheyenne

The City of Cheyenne Public Service Committee recommended approval on second reading of an ordinance to annex several tracts of land in eastern Cheyenne generally described as Section 20, south of Story Boulevard and east of Powderhouse Road.

Planning staff said the annexation includes multiple parcels, that two major private landowners support the annexation, and that one parcel owned by the city is intended for a future fire station. Planner Connor White told the committee the parcels on the east side of Converse should be assigned MR (medium-density residential) while the larger Section 20 area is best assigned AG (agricultural) as a holding zone to ease future rezoning and redevelopment.

White said the planning commission recommended approval and that the assigned zoning is intended as a holding classification; developers seeking higher-density NR3 (neighborhood residential high density) zoning would return to the council after required public notice and comment. Council members acknowledged nearby proposed senior housing that would seek NR3 through the rezoning process.

A motion to approve the annexation on second reading was made and seconded; the committee recommended approval on second reading to the full council. The committee also recommended approval of the assigned AG and MR zoning on second reading, with staff noting future rezoning would follow the standard public process.

By recommending the annexation and assigned zoning, staff said the city will bring the previously county-surrounded tracts under a single jurisdiction to facilitate infrastructure planning and future development.
