Union asks CPS for update on conservatory funding and charter operator stability

Caroline Rutherford, vice chair of the Chicago Teachers Union Charter Division, used the public comment portion of the Jan. 20 meeting to press for clarity on funding and oversight for the Shy Arts conservatory and for two Espira/Aspira charter high schools.
Rutherford said parents, students and staff at Shy Arts had addressed the Agenda Review Committee and asked whether the district would bring a plan back to the board this month as promised when the board passed related language at the Nov. 4 special meeting. She asked for an update on public engagement and whether a detailed parent proposal for the conservatory's financial structure has been considered.
Rutherford also raised concerns about operator stability, saying Aspira management previously reported finances 'good until January' and later said finances were 'good until April,' and asked what steps CPS has taken to stabilize those schools and whether CPS will advance funds or provide additional support.
The board did not record a direct response to Rutherford's questions in the public portion of the meeting. Rutherford asked the board to consider conservatory funding and increased financial oversight of charter operators as part of the CEO selection and district oversight work.
