The board approved attendance boundary scenarios for Casey Arnold K–6 and Grand Oaks junior high (C2.1 and scenario B) on Jan. 20 to address enrollment pressure in the Grand Oaks area; trustees discussed capacity, projected growth and road/traffic impacts.
The Conroe ISD Board of Trustees approved attendance‑boundary recommendations on Jan. 20 to open Casey Arnold Elementary (K–6) and Grand Oaks Junior High under the attendance‑boundary committee’s recommended scenarios.
District planning staff presented scenario C2.1 for Arnold Elementary and scenario B for the junior high, saying the plans populate new campuses at an initial level that preserves program quality while providing runway for expected growth in the Grand Oaks feeder. Staff told trustees the committee considered 46 initial scenarios and community feedback in narrowing recommendations.
Chris McCord, district demographer/planning lead, discussed projected timelines and capacity concerns. He said Arnold could operate at partial capacity initially and estimated ‘‘5 to 7 years’’ before reaching higher capacity, calling that a planning estimate rather than a firm projection. Staff also flagged large proposed nearby developments that could change growth trajectories and noted the district holds purchase rights to roughly 16 acres that could affect future facilities planning.
Trustees asked about portables and traffic mitigation; staff said Cox Intermediate presently has about five to seven portables and noted TxDOT work and planned road connections (including Townsend and Imperial Promenade) that are expected to ease traffic over time. Trustees emphasized communications with affected families about opening dates and transition details.
After discussion trustees approved the pair of boundary decisions by voice/hand vote (7–0). The junior high is planned to open in August 2027 and the associated ninth‑grade center expansion has a related partial opening scheduled earlier in the construction timeline, staff said.
