Taylor Earl, attorney for the applicant, said MDI Rock would reuse existing buildings for an office and material storage, sell landscape rock and related materials, and operate during regular business hours with dust suppression and sound‑screening measures. Earl said stipulations negotiated with the Dobson family and the planning commission were included in the recommendation and would include landscape buffers (50 feet north/east, 25 feet south/west) and traffic‑related requirements. "MDIRock is absolutely the business, the type of business that Florence wants," Earl said.
A council member raised questions about truck noise and uncovered loads in other nearby areas; Earl said a traffic impact analysis is required as part of the zoning process and that deceleration/turn‑lane warrants would be addressed if the analysis supports them. Vice Mayor Adam moved to approve the ordinance with stipulations; the motion passed on voice vote.
