Joe Banastil of Edison Health told the Coffey County Commission that the county’s primary vendor for pharmacy-claim data, MedImpact, experienced a breach and has not been reliably accepting the county’s data feed. That failure disrupted pharmacy deductible tracking and caused a subset of employees on the high-deductible health plan to pay more at the pharmacy than they should have.
"The major issue at hand is the MedImpact data thinking," Banastil said, explaining that MedImpact’s systems have struggled to accept the county’s updates and, after the breach, the problem worsened. Edison has initiated reimbursements for several impacted employees but said the vendor-side systems must accept those transactions to complete refunds. Banastil and staff recommended scheduling on-site work with Edison, county HR and, if possible, a MedImpact representative so software systems can be reconciled and remaining claims resolved.
Commissioners and employees in the room described at least one case where a provider submitted a charge to collections; staff said the collections item was recently resolved and the employee’s credit report reflected the correction. County staff and Edison agreed to arrange a follow-up visit (one to two days) for hands-on reconciliation; commissioners encouraged Edison to coordinate with Angie in county administration. No formal county action was taken; the meeting outcome was a plan for targeted follow-up to ensure reimbursements and to reduce future billing errors.
What happens next: Edison will coordinate with county staff to schedule an on-site visit and attempt to bring MedImpact into the troubleshooting process; employees with unresolved overpayments will be handled individually through Edison and county HR.
