Commission advances rental‑inspection surveys and West Side revitalization pilot with Habitat

The rental inspection subcommittee said it has assembled a OneDrive folder of legal background, surveys and data drawn from the code office; the folder will be made public and posted to the city website. Landlord and tenant surveys are nearly complete and are scheduled for distribution via Qualtrics and QR codes across Feb., March, April and May. The subcommittee said it is taking care to follow IRB rules and noted the new director of code will not start until mid to late February, so the subcommittee intends to deploy surveys before that start date. The subcommittee also reported that roughly 70% of the city’s households are renters/tenants, a figure it will use to guide outreach.
On neighborhood revitalization, the commission described a pilot with Southeast Ohio Habitat for Humanity focused on the West Side. The pilot will begin with an asset‑mapping exercise, form a 5–6 person core oversight group, pursue grant‑writing assistance from Habitat, and host community engagement to identify priorities. Commission members said the project is neighborhood‑driven, not Habitat‑run, and could serve as a model for other neighborhoods in Southeast Ohio.
Members asked that survey instruments be shared when ready; one commissioner offered to assist distribution. The subcommittee said additional data cleaning and a fuller analysis are planned for later in the year.
