Council briefed on 7-acre inclusion and minor service-plan amendments for Hancock metropolitan districts

Lisonbee Stocker, senior planner in the Land Use Review Division, presented a proposal to amend the Hancock Metropolitan Districts’ service plans and to include a 7-acre parcel in the district. Stocker said the parcel already has an approved development plan and plat that would support 69 single-family detached homes and that inclusion is intended to facilitate consolidated public improvements related to the Hancock Expressway realignment.
Stocker described three limited language changes to the service plan: reaffirming council consultation on debt issuances, expanding eligible bondholders to align with state-authorized institutional investors, and adjusting maximum debt mill-levy language to reflect statutory changes. She said the inclusion would bring the district to about 27 acres and that the changes were intended to align the service plan with the state-level statutory framework.
Council members asked clarifying questions about compatibility with a letter from a local government law firm and about future roadway realignment; Stocker said the proposed changes address the issues raised and staff plan to propose a model service plan update later to align city policy with state changes. Staff said the resolutions will be scheduled on the Oct. 28 regular council agenda for final approval.
