Council hears staff proposal to add stormwater maintenance authority to Peak Metropolitan Districts

Drew Fox, City planner, presented a request to amend consolidated service plans for the Peak Metropolitan Districts (districts 1–7) during the Oct. 13 work session. The three-part amendment would (1) add explicit authority for the districts to provide public stormwater maintenance services without an intergovernmental agreement with the city, (2) clarify the districts’ ability to acquire interests in land for necessary public improvements, and (3) revise Exhibit D to list stormwater maintenance as a district-provided operational service.
Fox said the amendments support current and future development in the Peak Innovation Park area on Colorado Springs Airport-owned property east of Powers Boulevard (Council District 4). He noted that the amendments apply to both consolidated service plans (districts 1–3 and districts 4–7) and that supporting materials — including current and amended service plans and a project statement — are in the meeting packet. Fox told council the item will be scheduled for final approval on Oct. 28.
Council member Donaldson asked whether airport staff were present; staff identified Patrick Bowen from the airport as attending and supportive of the changes. No substantive objections were raised during the work session and staff recommended placement on the Oct. 28 consent agenda for final action.
What’s next: Formal council action on the amended service plans is scheduled for Oct. 28.
