County engineer outlines bridge, paving and winter-preparedness updates; Larson paid $10.4M to date

Brad Kettles, Linn County engineer, briefed supervisors on secondary-roads activity, contract payments and winter preparedness. He said Larson Construction is nearing completion of the secondary roads headquarters and listed a substantial-completion date of May 1, 2026, with a hoped-for June move-in. "They're approximately 98 percent complete with earthwork, 99% complete with structural steel, 99% complete with site utilities," Kettles said.
Kettles reported contract payments to date: "Larson Construction... they've been paid a little over $10,400,000. That's 65% of their contract," and that Rocha Construction, the water-main contractor, has been paid just over $1,300,000 (about 95% of its contract). He described a mix of completed and ongoing projects including Burnett Station Road paving (with three-foot paved shoulders), the completed Covington Road bridge replacement and several upcoming bridge replacements and overlays.
On winter operations, staff (operations lead Jared) told the board they have about 4,500 tons of salt/sand on hand; Kettles noted the county's worst 10-year event used about 8,400 tons. "We obviously have contracts to make nearly more than double that," he said, and staff will place orders as needed.
Kettles also noted a posted restriction and temporary reinforcement for the 76th Avenue bridge with QTS working on a reinforcement solution; a timeframe for permanent repairs was not provided.
Next steps: Kettles said FY27 budgets and the five-year construction program will be presented in January and that the department will proceed with RFPs and contract work for the upcoming construction season.
