Scott County seeks permission to negotiate multiple IT contracts, including Tyler jail and permitting systems

County staff on Dec. 16 asked the Scott County Committee of the Whole for permission to negotiate with Tyler Technologies for an enterprise jail management system and separately for a Tyler permitting and licensing solution after earlier negotiations with HS GovTech ended without a contract.
The jail-management presentation said the county issued an RFP in May 2024 that drew 10 responses and four finalists. "We are asking today for the permission to negotiate with Tyler Technologies for their jail management solution," the presenter told supervisors, describing a cloud-hosted system meant to consolidate adult and youth offender tracking while keeping juvenile records legally segregated.
Staff said the proposed solution would allow pre-filled intake records from 911 dispatch, reduce siloes between adult and youth systems and improve information sharing with law enforcement. The…
