OHA dashboard shows distribution of HB 2949 funds and high retention where clinical supervision funded

Tim Nesbitt, manager of OHA’s Behavioral Health Workforce Incentives team, demonstrated a public dashboard developed to provide transparency and evaluation for programs funded under House Bill 2949 (passed 2021). Nesbitt said HB 2949 invested $80 million in federal ARPA funds for behavioral health workforce support — about $60 million for workforce incentives and $20 million set aside for clinical supervision.
The interactive tool allows users to filter by program type, region, and recipient characteristics. Nesbitt showed a loan‑repayment page with county maps and recipient counts and a CMHP (community mental health program) page that breaks down incentives and reports retention. On the CMHP pages Nesbitt highlighted retention evidence: across clinical supervision programs for supervisors he reported roughly 79% retention and for supervisees roughly 88% retention; bonuses and stipends were the most used incentive type with an approximately 77% retention rate in the sample shown.
Nesbitt said the dashboard is public on OHA’s website, will be updated quarterly while program data continue to arrive, and is intended to help target future outreach and refine which incentive types perform best in particular counties. Committee members asked whether OHA would recommend eliminating or expanding specific incentive types; Nesbitt said it varied by county and that the dashboard is intended to inform those local decisions.
