Committee adopts updated Legislative Branch Personnel Rules, adds workforce rule

Tracy Yee, identified herself as "the HR director or employee services manager," told the committee that the Legislative Branch Personnel Rules have been updated to align with laws passed during session and to organize related provisions more clearly. "The majority of the changes are because during session, you guys are busy, and you make laws, and then we have to update the rules so that they align with the new laws," Yee said.
Yee noted a new LBPR No. 7 — for workforce and professional development — and said the proposal asks the committee to repeal LBPRs 20 and 25 because their provisions were incorporated into other rules. Co Chair Fahey moved to adopt the changes recommended by Legislative Administration and to repeal LBPRs 20 and 25; the committee then entered work session and took a roll‑call vote.
The committee subsequently moved that changes to LBPRs 1, 4, 6, 7, 9, 15, 16, and 29 be adopted. No members of the public had signed up to testify on the personnel rules. After roll call, the committee adopted the listed LBPRs; the record shows the members present voted yes or were recorded as excused where noted.
The changes are administrative updates to keep legislative personnel rules in conformity with statutes and to introduce the workforce and professional development rule; no additional budgetary actions were recorded in the work session.
