Oregon House Education Committee introduces two committee measures including OHSU technical fix

Representative McIntyre moved the measures in a formally opened work session, and a roll‑call vote recorded ayes from Representatives Frotterlich, Inger McDonald, Hartwick, Reiki Smith, Vice Chair Dobson, Vice Chair McIntyre and Chair Hudson; Representative Wright was excused. The chair announced that the motion carried.
Committee staff and presenters described LC132 as an omnibus of technical corrections. Connie Seeley, executive vice president and board secretary for OHSU, told the committee the bill would align OHSU statute with the language used for Oregon’s seven other public universities. Seeley said the draft shifts meeting-frequency language so the board’s required schedule reads as four times a year rather than an every‑three‑month framing, and would exempt student board members from participating in collective‑bargaining discussions that otherwise would be excluded for other campus members.
The committee did not take a substantive public hearing on the measures during the informational meeting; House members framed the introductions as housekeeping necessary before the short session. Committee members asked clarifying questions about the scope of the student‑member exemption and whether the changes replicate existing language in ORS 352 for the other public universities. Presenters said LC132 is intended as a noncontroversial alignment rather than a policy shift.
Next steps: the measures were introduced as committee measures and will be available for committee consideration during the upcoming short legislative session.
