A Fairbanks North Star Borough hearing officer approved a quick‑plat reconfiguration for the Willowford Subdivision on Jan. 7, 2026, consolidating previously platted lots into two lots and adopting staff recommendations with three conditions.
The hearing officer said the item had been continued from a Nov. 20, 2025 administrative hearing and added an explicit finding to reflect that history. Borough staff had recommended approval, describing the proposal as a reconfiguration that moves or eliminates lot lines without increasing the number of lots or triggering design and public improvement requirements under borough code. Staff identified the total site area as approximately 1.31 acres (57,230 square feet) and proposed lot sizes of roughly 25,390 and 31,840 square feet.
In a staff report, planner David Rusicka summarized that the parent lots were legally created by earlier plats and that the proposal did not increase nonconformity or require new public improvements. Applicant representative Jeremy Stark described the application as a "relatively straightforward request" to eliminate lot lines to match existing improvements and address encroachments; he said the submittal was modified after the prior hearing to meet applicability requirements.
After no public testimony or technical questions, the hearing officer adopted the staff report and findings A through D (adding finding D to note the Nov. 20, 2025 continuance) and approved the replat with three conditions. The hearing officer directed that a final plat be prepared by a registered land surveyor and submitted to the community planning department within 24 months or preliminary approval will become void. The decision may be appealed in writing to the borough clerk's office within 10 working days of the decision.
