Redmond council approves $8.55 million amendment for East Side Arterial Phase 3

The City of Redmond on Monday approved Amendment No. 4 with Knife River Corporation, authorizing up to $8,545,841.18 for construction of Phase 3 of the East Side Arterial project, which includes a new 160-foot concrete roundabout at Veterans Way and roughly 3,500 feet of new minor arterial roadway.
Jake Sherman, principal engineer for the city, told the council the Phase 3 work will tie together prior phases by connecting the new roundabout to Airport Way and 1st Street and will require some off-site construction. Sherman said the approach minimizes public disruption but will still require about a 10-week closure on Veterans Way to complete tie-ins; business and local access will be maintained during the closure.
Council members were shown the project’s phased schedule and budget. Sherman said the overall East Side Arterial program has $38.3 million allocated; Amendment No. 4 covers construction of the Veterans Way roundabout and associated tie-ins. "Phase 3 is a new roundabout — it's 160 foot, concrete roundabout — and it also includes about 3,500 feet of new minor arterials," Sherman said. He described construction methods that used off-site prefabrication where possible and noted the city expects to issue the notice to proceed after council authorization and to construct through the next spring and summer with final tie-ins to earlier phases to follow.
Councilor (unnamed) moved to approve the amendment and to authorize the city manager to sign the contract; a second was recorded and the motion carried on a voice vote. The approval completes the formal step authorizing the city to move forward with Phase 3 construction under the guaranteed maximum price with Knife River Corporation.
The contract authorization follows earlier council actions to approve design and prior construction phases; Sherman told council the remaining phases are at various design stages, and the city will return for future approvals as additional construction amendments or phases are ready for council action.
