Staff noted right-of-way availability is a constraint and that acquiring it — by voluntary purchase, partnership or more formal acquisition — would substantially affect timelines and costs. The council discussed developer participation, potential LID impacts on existing residents and the fiscal and engineering challenges of accelerating improvements. Staff said they plan additional work with Portland practitioners on LID design and to return with feasibility and impact reporting.
The council did not take formal action at the meeting but asked staff to prepare additional analysis on annexation steps, LID scenarios, fiscal impacts and potential partnerships before advancing the project.
