Redmond adopts updated fee schedule, adds 3% marijuana retail item tax

Budget analyst Herlinda Corn presented the proposed fee schedule the council approved for an effective date of Jan. 1, 2026. Corn said notable items include a 3% marijuana retail-item tax (approved by the council in April 2025), updates to public-works cost-recovery charges, adjustments to industrial pretreatment penalty fees and the addition of Juniper Golf Course fees (average increase about 4%).
Councilors asked questions about the tax mechanics and administrative retention by retailers. One councilor sought clarity on whether the retailer—s administrative retention is 2% of the 3% item tax; staff confirmed that is their understanding as discussed in the presentation. Corn said some wastewater pretreatment penalties had not been updated since 2021 or 2023 and that the adjustments are primarily deterrents for compliance rather than major revenue sources.
Speaker 14 moved to adopt Resolution 2025-22 and Speaker 19 seconded; the council approved the resolution by voice vote with all recorded as "aye." Staff said public comment was invited and that the fee schedule will take effect Jan. 1, 2026.
