City presents 2024 CDBG annual performance report, highlights housing and public‑service gains

The council heard an annual update on the city’s 2024 Community Development Block Grant (CDBG) Consolidated Annual Performance Report from Linda Klein, Housing Program Analyst.
Klein said the city had almost $300,000 to allocate in the program year — roughly $203,000 in HUD entitlement funding, about $32,000 carried over and program income from sold NSP loan properties — and that about half of those funds had been committed or spent. Public service allocations included shelter for 26 youth at Canal House (J Bar J Youth Shelter), expanded staffing for the senior center serving more than 1,100 seniors, and down‑payment assistance enabling five households to buy Habitat for Humanity homes.
Klein identified one pending capital project: Southwest 31st Street improvements in front of Cinder Hollow housing and said the city has reserved infrastructure funds for sidewalks, drainage and sewer extension but has not yet expended that money pending required environmental review. She noted that state historic‑preservation office requirements are increasing archaeological review costs for land‑disturbing projects, which can delay timelines and raise costs.
Klein invited written comments through the end of the following day before the report is submitted to HUD.
