Developer proposes three-parcel mini-storage and RV garage project on Military Road; board questions lost senior-housing option

Frame Architecture and the property owner presented a proposal to combine three parcels at Military Road and Lemon Drive for a three-story, climate-controlled mini-storage facility with enclosed RV garages and covered RV parking.
Jeff Frame of Frame Architecture described the site plan, landscaping buffers and a masonry wall along the south property line intended to separate the storage project from the adjacent North Peak Apartments. "The mini warehouse is a, an allowable use with a conditional use permit, based on table 3.1 in the city of Reno zoning," Frame said, noting the project meets height limits and that landscaping and a detention basin are included to soften views from Lemon Drive.
Board members and residents pressed the project team on several points. Kelsey asked why the previously approved senior-housing project did not proceed; the presenter and owner said the prior developer could not secure Section 42 tax credits. Rebecca Flannery said the community needed housing rather than more storage units: "We have way too many storage units coming out here... We need housing options, and our seniors need cheaper options." The owner, Greg Peek, said he was willing to talk with interested groups but cited access constraints and prior circulation and ingress/egress agreements with RTC that made multifamily more difficult on the site.
Other questions covered security (masonry wall, cameras, limited lighting consistent with dark-skies concerns), hours of access (office hours expected; site access not yet finalized and could be 24/7), maintenance of detention/retention features, unit types and counts (approximately 44 covered RV garages, roughly 30 10x15 units and 30 10x20 units, and a building footprint around 20,000 square feet), and potential for senior discounts or community amenities. The owner said the office would operate normal business hours, the site would not include living quarters, and that site lighting would be minimized to avoid spillover.
No formal action was taken; the item was informational and the board encouraged public comment before the Planning Commission hearing.
