Richmond County honors two retiring public-safety employees

The Richmond County Board of Supervisors adopted resolutions at its Jan. 8 meeting honoring two longtime public-safety employees who retired Dec. 1, 2025.
Blanche Hickman was recognized for an 18-year career in the Richmond County emergency communications center. The resolution recited her start in September 2008, described how she adapted from early radio and pen-and-paper workflows to modern 9-1-1 radio and computer systems, and noted “commendation from the public, police officers, firefighters, and allied agencies” for her performance. The board directed that a copy of the resolution be entered into the county’s permanent records.
The board also adopted a resolution for Deputy Blaine F. English, who served in the Richmond County Sheriff’s Office since 2008 including as a school resource officer beginning in July 2014. The text credits English with community-oriented tactics, student protection and crime-prevention work during his tenure and extends the board’s appreciation for his service.
Both resolutions were read into the record and approved by voice vote. The board did not specify a separate commemorative event date during the meeting.
The actions are recorded in the meeting minutes and will be filed with the county’s permanent records.
