Orange Beach council approves licenses, contracts and project awards; moves FY2026 budget to Dec. 16

Council members voted, by voice, to approve retail restaurant liquor licenses for Beach Bar/Driftwood Oyster Bar and Old Salt (25241 Perdido Beach Boulevard, Unit 101). The council also adopted a resolution authorizing a professional services agreement for computer backup, technology support and managed services and approved an interlocal agreement with the Baldwin County Emergency Communications District for 911 services.
The council awarded a bid for Phase 1 of the Conturner Parks Trails project for asphalt services; the motion described a contract amount "not to exceed $2.55" million in the meeting record. Council members adopted a resolution authorizing a task order for professional design services for the new Civic Center in the amount of $692,752.86 and approved a GeoCon Engineering task order for geotechnical exploration for the new Aquatic Center pool for $5,200.
Other measures adopted included: a one-time additional payment to city employees, declaring city-owned Christmas pole decorations surplus and authorizing their disposal, resolutions authorizing medical services agreements with Foley Clinic Corporation (doing business as Baldwin Health Medical Group) and Coastal 3 Holdings (doing business as Southern Rapid Care), and renewal of employee health coverage with Blue Cross Blue Shield along with stop-loss insurance for FY2026.
Council moved to postpone consideration of the city's FY2026 budget (including transfers of special revenue funds to the general fund) until the next council meeting on Dec. 16, 2025, after a motion and second. The postponement passed by voice vote.
