The Chesapeake City Council voted unanimously to accept a Commonwealth of Virginia grant to extend the South Central Water Transmission Main from the Northwest River Treatment Plant to the U.S. Navy Northwest Annex and separately approved changing $1,794,924 of project funding from future revenue bonds to state grant funding.
Deputy Manager Solis introduced the two-part item. Council members sought assurance that adjacent property owners would not be required to connect to the line. Solis told the council "the residents along the corridor that the water main will pass will not be required to tap into the water main," and Director of Public Utilities David Jurgens confirmed the primary purpose of the line is to serve the Navy annex.
Council members asked about notification and possible future code changes. Jurgens said staff will send letters to adjoining landowners before construction and host meetings; staff also said they are developing draft ordinance language to make connections optional for certain projects (work focused earlier on the Fentress line) and will bring that forward for council consideration.
Council adopted the resolution to accept the grant and later approved the funding-source change; both votes were recorded as nine-zero votes.
