Council delays Bainbridge Boulevard housing permit after community concern

Planning staff told the council the applicant revised access from four separate driveways to two shared driveways; staff concluded the revised plan supports South Norfolk revitalization goals and recommended approval with stipulations dated Nov. 19, 2025. The planning commission had previously recommended denial.
Councilmember Whitaker made a substitute motion to continue the item for one month so the applicant could meet with the South Norfolk Civic League and other residents; the motion was seconded and adopted by an 8–1 vote. "My understanding is, from people in the South Norfolk Civic League... when it last went to public hearing, it was a unanimous denial," Whitaker said, urging time for community engagement.
Planning staff and applicant representatives discussed traffic and sidewalk questions; staff said a concrete sidewalk exists and that the applicant would build around it. Michael Tate, who entered the meeting and addressed driveway safety, explained why staff considered the revised driveway plan acceptable given Bainbridge Boulevard’s traffic characteristics.
The item is continued to the Jan. 20, 2026 City Council meeting to allow further community outreach and review.
