Council approves cable franchises and $12.6M funding package for Cuffee pool; votes adopt related ordinances

The Chesapeake City Council recorded a series of unanimous votes on Sept. 23 that authorized cable franchise agreements and cleared a multi‑part capital funding package for the Cuffee Community Center pool.
Franchises and ordinance
The council adopted a resolution authorizing the city manager to execute a cable franchise with Cox Communications Hampton Roads LLC. A brief public commenter urged reinstating a former cable board so residents could weigh in on such decisions. The resolution was adopted by a 9‑0 vote. The council then approved a separate resolution authorizing a cable franchise with Verizon South Inc. and adopted an ordinance amending a chapter of the city code related to rights to occupy city streets; both measures passed 9‑0.
Cuffee Community Center pool funding
City Manager Price presented a four‑part package related to the Cuffee Community Center pool that the council considered as a single motion. The items included: an appropriation request for $2,650,000 to the Cuffee Community Center pool capital improvement project; a request to transfer $3,669,307 from an existing Community Center Improvements, Additions and Expansions I CIP project to the Cuffee pool project; a further transfer request of $930,693 from the same CIP; and an amendment to revenue sources to set $12,600,000 of debt (combining general obligation debt and South Norfolk TIF bonds) as the financing approach.
Council discussed the use of South Norfolk TIF funds and whether the project could instead be funded from general revenues. City Manager Price explained the legal framework and practice for TIF funding: "The TIF funds are to be used for capital improvement projects within the TIF district ... they can only be used within that district," and said the South Norfolk TIF has capacity to fund eligible projects. Price also said that any TIF funds not spent would be declared surplus and drop into the general fund, depending on council action. The Cuffee item (items 1A–1D) was approved in a single vote, adopted 9‑0.
Other procedural votes
The council approved the consent agenda and minutes by 9‑0 votes and later adopted a motion to conduct a closed meeting on Oct. 14 to perform interviews for boards and commissions under section 2.2‑3711(a)(1) of the Code of Virginia, also 9‑0.
No member recorded a dissent on these items during the session; detailed roll‑call names and individual vote entries were not read into the public record beyond the unanimous tallies at the time the clerk announced outcomes.
