Chesapeake council adopts Greenbrier Area Plan after debate on traffic, trees and financing

The Chesapeake City Council voted 6–1 on Aug. 19 to adopt the Greenbrier Area Plan, a small-area plan and set of design guidelines the planning commission recommended for inclusion in the 2035 comprehensive plan.
Planning staff summarized the plan’s goals and recommended approval of the version dated May 13, 2025. "The Greenbrier area plan and design guidelines promote a vision to support economic prosperity and improvements to the physical environment of the Greenbrier area that will benefit the community and city at large," project manager Jimmy McNamara said.
