The Harrisonburg Planning Commission on Jan. 14 re-elected its chair and installed Shannon Porter as vice chair, while appointing city staffer Anastasia Montigny as secretary.
Chair Baugh, who continued in the role after a voice vote, said he expects that "this time next year might be a good time for somebody else to do this if they're so inclined," signaling he could step down in the future. Commissioners nominated and approved Porter as vice chair by voice vote. City staff historically serve as secretary; Montigny was nominated, seconded and approved.
The commission also read aloud and unanimously affirmed the American Planning Association's ethical principles, with Chair Baugh asking each member to indicate assent. Commissioners approved the minutes of their Dec. 10, 2025 meeting by voice vote before moving on to agenda items.
The officer selections set the commission's leadership for the coming year and clarified administrative roles for hearings and outreach.
Next procedural items on the agenda included several development applications and the commission's review of the city's proposed five-year Capital Improvement Program, which the commission later recommended to City Council.
