City Council voted Jan. 13 to rezone 797 Chicago Avenue to align split zoning and allow a proposed multifamily development of two three‑story buildings totaling 57 units.
Staff explained the site contains a mix of R‑5 conditional, B‑2 conditional and an unproffered B‑2 strip; the rezoning would consolidate zoning to allow the developer to meet off‑street parking requirements through a boundary line adjustment with the adjoining La Morena property. The applicant proposes two parking spaces per unit, visitor parking, a six‑foot opaque fence extension along the single‑family rear lots and the removal of a gazebo proffer the developer says is unnecessary for their design.
Neil Coleman of Coleman Engineering, representing the applicant, said the project already passed a 2022 rezoning and is nearing engineer comprehensive site plan approval; he described a phased build approach and the need to install infrastructure (stormwater, water and sewer) as land‑disturbance permits proceed. Council and staff questioned parking footprint, green space and access; staff reiterated their recommendation and Planning Commission approved the request 6‑0. Council approved the rezoning on a roll call vote.
