City planner Han Vu described the proposal (application 25‑0322) to rezone the parcel from limited commercial (C‑2) to single‑family residential (R‑9) with seven proffered conditions to allow a two‑story, ~1,930‑square‑foot single‑family home with access from Smiley Road. Planner Vu said the City’s community plan identifies the corridor as increasingly residential and staff, and the Planning Commission recommended approval with conditions.
Neighbor Aaron Weaver said he was not opposed to the housing but expressed concern the applicant had not held a community meeting and that a language barrier—because the applicant is a Spanish speaker—had prevented outreach. Councilman Bowman moved to defer to allow a community meeting using the city’s interpreter resources; the motion passed with council consent and was set for the January meeting date discussed on the record.
The deferral gives staff time to coordinate interpreter resources and for the applicant to host a meeting so neighbors can ask questions and raise concerns before council takes final action.
