Monica Mayhark, community engagement manager, explained staff’s rationale: federal restrictions and market conditions reduced feasibility for some acquisition and new construction activities, while demand for down‑payment and closing cost assistance increased. Staff proposed moving funds from discontinued acquisition and disposition activities into weatherization, accessibility programs and into the homebuyer assistance program; staff said the HOME reallocation provides over $800,000 for down‑payment and closing‑cost support, estimated to serve 25–30 households, and smaller CDBG shifts would increase program capacity by roughly $78,000.
Mayhark said the amendments were subject to the city’s citizen participation plan and would be submitted to the U.S. Department of Housing and Urban Development (HUD) for approval. No members of the public signed up to speak on the item, and council voted to adopt the amendment.
What changed: reallocations include funds to weatherization/energy improvements, accessibility programs, and significant funding directed to down‑payment and closing cost assistance for income‑eligible first‑time homebuyers. Staff and the Housing Authority will coordinate HUD submission and monitoring.
