The presenter said the fund balance resulted in part from leveraging state and federal grant funds (ESSER‑type funding) so local dollars were conserved and that the request is to reinvest existing savings rather than add new recurring spending.
Council members asked clarifying questions about where the unspent funds originated and how they were preserved; the presenter said school staff would provide details before the next meeting. The school representative noted the request is not seeking an additional appropriation but rather authorization to use the recorded fund balance as described. The matter will appear before full council on Jan. 27 for a public vote and formal approval.
