Commission forwards special exception for narrow lot at 1116 32nd Street to BZA

On Aug. 20, 2025 the Newport News Planning Commission voted 8–0 to forward special exception SE2025-10 to the Board of Zoning Appeals, allowing a two-story single-family detached dwelling on a nonconforming, 31.25-foot-wide lot at 1116 32nd Street.
Planner Okiki presented the application from applicant Judea (transcript alternately spelled Jodia/Judea) Brown and said the 0.072-acre site is zoned R-4. Staff recommended forwarding approval to the Board of Zoning Appeals subject to eight standard conditions, including submission of plans and elevations for planning review. Okiki described the design features that make the new home consistent with surrounding properties and noted the requirement that a garage be recessed 18 feet or located in the rear when detached.
Applicant Judea Brown (who gave an address in Suffolk) explained the garage was angled because of the narrow lot configuration and architect design; Brown said the angled placement made the garage accessible and allowed a detached one-car garage to be provided. A nearby resident, Donier Payne, spoke to say he owns property on the block and came to observe the proposal; commissioners discussed lot width and the rationale for the garage orientation.
After public comment, a commissioner moved to approve SE2025-10 with staff-recommended conditions, the motion was seconded and the roll call vote was unanimous, 8–0. Chairperson Taylor announced the Board of Zoning Appeals will hear the case on Sept. 16, 2025.
The commission’s action was to forward a recommendation; the Board of Zoning Appeals will make the final decision at the scheduled hearing.
