Newport News council approves easement for Dominion Energy and several grant appropriations

At its Oct. 28 meeting at Christopher Newport University, the Newport News City Council adopted an ordinance granting an easement to Dominion Energy for underground service at 11780 Rock Landing Drive and approved multiple resolutions and appropriations for VDOT and state grant projects; all recorded votes were unanimous (7–0).
The Newport News City Council on Oct. 28 adopted an ordinance authorizing the city manager to execute a deed of easement with Virginia Electric and Power Company (doing business as Dominion Energy Virginia) to allow underground service improvements across city-owned property at 11780 Rock Landing Drive. The council closed the public hearing and voted 7–0 to adopt the ordinance.
Council members also approved the consent agenda and a set of resolutions and appropriations that fund transportation and redevelopment projects. Consent items included minutes and two appropriations: $338,249 in VDOT SMART SCALE funds for the Oyster Point Road widening project and $3,800,560 for VDOT Highway Safety Improvement program funds. The consent motion passed 7–0.
On the agenda under "Other City Council Actions," the council took the following votes (all motions carried 7–0 unless noted): a motion to accept an apparent $1 bid from Dominion Energy in response to an advertised solicitation for a utility easement at 524 J. Clyde Morris Boulevard and to refer follow-up to the city manager's office; approval of a lease resolution with Building 1 at Tech Center LLC for continued office space use; authorization to submit a $480,000 application to the Virginia Department of Housing and Community Development’s Port Host Communities Revitalization Fund to support Outer Harbor improvements at the Seafood Industrial Park; and incentive amendments for Virginia enterprise zones covering Newport News South and North pursuant to the Virginia Enterprise Zone Grant Act.
The council also approved a grant agreement with the Virginia Resources Authority for a Flood Ready Homes Study, a project administration agreement with the Virginia Department of Transportation for three State of Good Repair milling/paving/concrete projects, and two appropriations: $3,500,000 in VDOT State of Good Repair funds and $2,625,000 in CMAQ (congestion mitigation and air quality) funds to support multiple paving and air-quality projects. The manager recommended approval on the listed items during the meeting.
City Manager (presenting) recommended approval for the measures throughout the agenda; where public comment was recorded, none opposed the actions. The adoption of the easement ordinance and the slate of grant and VDOT-related appropriations concludes a portion of the council’s October business and sets the projects to proceed under the manager’s direction.
