Summary
The board granted a 30-day extension to Bally’s Shreveport (Valley Shreveport Casino and Hotel) after AVS/ABS reported that one remaining life-safety deficiency (emergency generator automation) has been repaired but requires a simulated blackout verification.
The Louisiana Gaming Control Board on Jan. 15 approved a motion to extend Premier Entertainment Shreveport LLC’s temporary certificate of compliance (doing business as Bally’s Shreveport Casino and Hotel) through Feb. 28, 2026, while the final life-safety test is completed.
Assistant Attorney General Kenneth Lewis Jr. said the initial inspection on Nov. 5, 2025 found multiple deficiencies; all but one had been corrected by the licensee. A temporary certificate issued on Dec. 18, 2025 was due to expire on Jan. 31, 2026; the licensee asked for a 30-day extension to allow a final inspection after replacement of a part needed to restore full emergency-generator automation.
John Francik of ABS (presented in the record as "a b s") described the issue in detail: repairs to the emergency-generator bus-type breaker and a replacement under-voltage (UV) trip were required. Francik said the replacement UV trip was located, delivered and installed earlier in the week and that tests showed successful restoration of automatic start; however, because the repair was completed on short notice AVS had not yet been able to dispatch a surveyor to verify operations under simulated blackout conditions. Based on successful testing to date and pending verification of a full blackout drill, ABS/AVS recommended the extension.
The chair entertained a motion to issue a temporary certificate expiring 02/28/2026. The motion was made by Mister Jackson, seconded by Miss Hennigan, and the board approved the extension without recorded opposition.
