The Legislative Council on Nov. 5 approved an amendment and a two‑year renewal to the Assembly Building property management contract with the vendor identified in council materials as TNT Realty LLC (doing business as JRE). The council voted unanimously to increase the current contract by $4,165, bringing the contract total to $163,345, and later approved renewal number 1 to extend services from Dec. 1, 2025, through Nov. 30, 2027, with a not‑to‑exceed amount of $170,535.30.
JC Kestel, legislative affairs agency officer, said the agency has held the contract for nearly two years and that the amendment is to account for special‑session management rates. "The agency has this contract and has had it in place for almost 2 years now," he told the council. Jessica Gary, executive director, clarified the contractor charges separate session and interim rates: "During the session months, the property management fee is $8,715 a month. And then, during the interim, it's $4,550 a month." She also reported that for fiscal year 2025 the Assembly Building brought in $209,000 in revenue against $200,000 in expenditures.
Representative Stutes said she is a resident in the building and questioned whether the averaged fee — roughly $7,000 per month by representative calculation — is high for property management. Kestel and Gary explained the contractor handles leasing, janitorial arrangements, move‑out inventories and coordination of repairs, while agency staff perform work where possible.
Both the $4,165 amendment and the two‑year renewal were adopted by roll call. The amendment passed with a recorded 9 yeas, 0 nays; the renewal initially recorded 8 yeas and 1 nay, then a change of vote was recorded and the final tally was 9 yeas, 0 nays.
The council did not amend the contract language on scope during the session; members asked staff to ensure sequencing of dates and contract contingencies for potential special sessions were clear in the procurement and contract documents.
