Alaska lawmakers convene task force to review school funding, deferred maintenance and teacher retention

A joint Alaska legislative task force on education funding met in the Betty Davis Committee Room at the State Capitol in Juneau to gather historical context and stakeholder input as it begins a multi-month review required by House Bill 57. Chair Rebecca Himshut called the meeting to order and said the panel will focus on funding formulas in November, attendance and open enrollment in January, insurance and technology in February, major maintenance and school construction in March, and accountability in April.

The task force heard an opening historical briefing from University of Alaska Fairbanks Chancellor Emeritus Marshall Lind followed by presentations from a cross-section of education partners, including the Alaska Council of School Administrators, the Association of Alaska School Boards, the Alaska Municipal League and NEA Alaska. No formal votes were taken; the session was used to collect recommendations and data requests for the staff report due ahead of the 2027 legislative session.

Himshut emphasized public input will be accepted by email at edfundtaskforce@akleg.gov and that this meeting was intended for on‑the‑record context and stakeholder testimony rather than public oral testimony. She also asked staff and presenters to provide specific data the task force requested during the session.

Next procedural steps include a scheduled meeting on November 10 in Anchorage that the chair said will center on funding-formula review, with outside experts expected to present detailed analyses. The task force will compile testimony and data gathered during this and subsequent hearings into recommendations for the legislature.

This convening marks the formal start of a legislatively directed effort to examine how Alaska funds its public schools, the adequacy of current allocations, and policy options to address facility needs, staffing shortages and disparities tied to federal impact aid.
