Planning commission recommends denial of 3219 Tuxedo Boulevard special-use permit after neighbors raise overcrowding and displacement concerns

The Richmond City Planning Commission voted to recommend denial of a special-use permit for 3219 Tuxedo Boulevard, a 0.287-acre lot in the Creighton neighborhood, after neighbors and commissioners expressed concerns that the proposal would increase congestion and risk displacement in a narrow, low-income block.

Madison Wilson, a staff planner, told the commission the property is designated 'neighborhood mixed use' in the Richmond 300 master plan but that the proposed subdivision into five lots requires a special-use permit because the resulting lots would not meet R-5 minimum lot-area, width and yard standards. Staff recommended approval with corrected plans (noting the homes' width was revised from 20 feet to 19 feet) and proposed conditions including a two-story height limit, screening of mechanical equipment, and a required dedication of a two-foot right-of-way prior to building permits.
