Richmond City Council voted unanimously on Dec. 15 to accept a Dominion Energy Virginia bid and adopt ordinance 2025‑190, granting a 30‑foot utility easement across city property at 510 East 4th Street to permit construction, maintenance and operation of electrical infrastructure for a new apartment complex.
The city clerk summarized the bid process and identified Dominion Energy as the sole respondent. Chris Nazamus of the Real Estate Strategies Group recommended that council accept Dominion’s bid. John Perkins (Right of Way Distribution, Dominion Energy Virginia) was identified in the hearing materials as the company contact associated with the submission.
The easement allows Dominion to access, install and maintain facilities necessary to provide electric service; the city noted that restoration of disturbed areas would be required after construction. The clerk declared the bidding closed, staff recommended acceptance, and the council voted to accept the bid and adopt the ordinance.
What happens next: Administration will finalize the right‑of‑way agreement with Dominion Energy and proceed with permitting and construction in coordination with project developers and city staff.
