Middleburg — The Town Council voted to vacate a 40-foot unopened portion of Independence Street and convey the parcel to Catawba Associates Centreville LLC for $9,250, the fair market value listed in a staff appraisal.
Town staff explained the right-of-way is unimproved, not part of the comprehensive plan for a future street connection, and lies between the Catawba property at 404 East Federal Street and the town’s eastern limits. Staff and the assistant town attorney said they had worked with property representatives to prepare deed-of-easement language to preserve necessary utility access and recommended approval with easements reserved.
Council members who had served on the ad hoc property committee reported prior support for the conveyance. A motion to adopt an ordinance vacating the right-of-way and to accept the related deed of easement passed on roll call with recorded ayes.
Next steps: staff will finalize the conveyance documents and record the deed and easement according to town procedures; the resolution establishing the sale price directed staff to use up to fair market value or contributory value as appropriate.
