The Bristol City Council voted on Jan. 12 to adopt guidelines and procedures required under the Public-Private Education Facilities and Infrastructure (PPEA) Act of 2002 and approved a resolution stating the proposed baseball stadium is an appropriate PPEA project.
Staff explained that using the PPEA process will allow the city to pursue a design-build approach for the baseball field project and streamline procurement compared with a traditional two-step design-then-bid approach. "This kind of allows for one smooth transition through the entire process," staff said when describing the advantages of PPEA procurement.
Councilmember (Speaker 4) moved to approve the PPEA guidelines and Speaker 6 seconded; the motion passed by roll call. The council then approved a resolution (moved by Speaker 4, seconded by Speaker 6) that affirms the baseball project as a public use and appropriate for the PPEA procurement; staff said the city plans to issue an RFP soon.
Councilmembers described the project as a community asset, noting the Bristol State Liners' return and the benefit to the Virginia High Bearcats and local events. Staff identified Skanska project manager Curtis Elswick as shepherding the project and said they did not foresee short-term issues with procurement.
