Council upholds ARB decision denying vinyl windows for historic row houses

Staff presented a chronology and attachments (including a 2010 certificate of appropriateness for one property and the owner–contractor agreement) and outlined council options under the city code: affirm the ARB, reverse it, modify it, or remand the matter back to the ARB. Vice Mayor Wolf moved to deny the appeal and affirm the ARB’s decision; the motion was seconded and, on roll call, recorded votes in favor were entered and the motion carried.
The council did not debate the motion at length during the vote; staff previously provided the requested contract documents and a short chronology of architectural surveys for the affected properties. Council directed that the matter move forward consistent with the ARB decision.
