During the motion and immediately following, council members asked staff whether the city manager could be authorized to execute a comprehensive agreement with Gilbane, the contractor identified in the meeting. A staff speaker indicated that authority could be included and the council approved moving forward with authorization to allow the city manager to negotiate and execute the comprehensive agreement.
