Pitkin County adopts updated on-site wastewater regulations aligned with state rules

The Pitkin County Board of Health adopted updated on-site wastewater treatment system (OWTS) regulations Jan. 15 to align local rules with revisions from the Colorado Department of Public Health and Environment. Environmental health staff said most edits were to meet the state's minimum requirements and that the county had previously opted into optional provisions where appropriate.
Staff described modest permitting changes such as revised tank-size requirements for systems using grinder pumps (an increase of 500 gallons for affected tanks) and clarified permitting questions to capture new conditions. A staff presenter said, "Most of the changes ... were just to meet the state's minimum requirements" and that the county had already opted into many optional state provisions in prior updates.
Board members asked whether the changes would impose costs on homeowners. Staff replied that the changes primarily affect new construction and that there should be no retroactive financial impact for existing homeowners; new construction in some cases may need slightly larger tanks or different technology depending on soils and site conditions.
The board moved, seconded and approved adoption. Staff said they will codify the change with a resolution, sign it via DocuSign and publish adopted and effective dates; revised regulations take effect 45 days after adoption per staff description.
