Summary
Board appointed three members to a terminal planning working group to shape a final terminal design for FAA submission; staff said the project has a $6 million federal earmark and that the state and the two cities have provided matching funds totaling $1 million.
The board appointed three members to a terminal planning working group to work with Park Hill and design consultants on the final terminal plan to be submitted to the Federal Aviation Administration. Staff said the working group (three board members) will meet separately and then bring a recommendation back to the full board before the team proceeds to bid documents.
Staff explained the funding posture: the terminal project has a $6,000,000 federal earmark, and staff said the required local match is being met with $500,000 from the state and $250,000 from each of the two cities. As staff summarized, "We've got a $6,000,000 federal earmark, and we've gotta meet that million dollar match, which we've done with 500,000 from the state, $2.50 from admin, $2.50 from Guthrie." (Transcript numbers read as $2.50 and $2.50; staff clarified those were $250,000 commitments from each city.)
Park Hill’s project manager (Toby) and staff said the target is to have a full set of documents by May; the working group is expected to meet several times in the coming months and provide iterative review on layouts and facades before full plans are produced. Staff emphasized no construction dollars will be spent during the design-review stage; the working group will focus on layout and aesthetic guidance to the consultant before plans go to bid.
The board approved the slate of volunteers to the working group and asked staff to return cost and schedule details as they become available.
